ITALY Statelessness in Italy Italy is home to a large stateless population.c As is the case in Australia, the UK is party to the two international instruments addressing statelessness; the 1954 Convention and the 1961 Convention.ci Italy is furthermore one of the few countries in Europe that has procedures in place for identifying and determining statelessness. Despite this, stateless people in Italy face numerous challenges in their daily life.cii The largest population of stateless people, including children, in Italy are the Roma community, many of whom arrived in Italy as refugees during the conflicts in the former Yugoslavia during the 1990s. The Roma community has long experienced discrimination and ostracisation in Italy.ciii Unlike in Australia, a person can be recognised as stateless in Italy under either an administrative or judicial procedure.
