Country Position Paper: Statelessness in Iran In 2016, the Iranian Government, in an agreement with UNHCR, the BAFIA and the Iran Health Insurance Organisation (Salamat), implemented the ‘Universal Public Health Insurance Scheme’ (UPHI) also known as Salamat Health Insurance.100 Through this initiative, documented Afghan refugees can access a health insurance package for hospitalisation similar to the what Iranian nationals have access to.
