Executive Summary 1. Overview The Global Action Plan to End Statelessness: 2014–2024 was developed to support the UNHCR ten-year #IBelong Campaign to end statelessness.1 Over the years, the Global Action Plan has proven to be an effective framework, guiding States and other actors in addressing statelessness. In response to evolving needs, UNHCR has now reviewed and updated the plan, resulting in the Global Action Plan to End Statelessness 2.0, developed in consultation with key stakeholders. 2. Objectives The Global Action Plan establishes a global framework of 11 priority actions to be undertaken by States, with the support of UNHCR and other stakeholders, to: • resolve existing situations of statelessness; • prevent new cases of statelessness from emerging; • better identify and protect stateless populations. 3. The 11 Actions to End Statelessness To comprehensively address statelessness, States need to take one or more of the following 11 Actions to end statelessness. Because the causes, profile and magnitude of statelessness vary, not all Actions are required in all countries. Experience has taught us that eradicating statelessness requires a “whole of society” approach. A multi-stakeholder engagement by a diverse group of stakeholders is needed to support governments in accomplishing relevant Actions. Action 1. RESOLVE MAJOR SITUATIONS OF STATELESSNESS Desired outcome: • All major statelessness situations resolved. • Law and policy reforms undertaken to ensure that stateless persons can acquire a nationality. 1 Action 2. ENSURE THAT NO CHILD IS BORN STATELESS Desired outcome: • No reported cases of childhood statelessness. • All States have a provision in their nationality laws to grant nationality to stateless children born in their territory. • All States have a provision in their nationality laws to grant nationality to children of unknown origin found in their territory (foundlings). • All States have a safeguard in their nationality laws to grant nationality to children born to nationals abroad and who are unable to acquire another nationality.
