MAPPING OF THE POPULATION AT RISK OF STATELESSNESS IN ALBANIA Personnel training and capacity building The Albanian Government should encourage continuous professional development for all state officials, such as registry office staff, health workers, and consular officials, who have a legal role to play in civil registration procedures. Working with relevant experts, the Government should ensure that these officials, decision makers and other key actors are equipped to address the risks of statelessness and discrimination, by providing training and continuous capacity building on core topics including equality and non-discrimination, statelessness, gender, human rights and public law.
