In the context of loss or deprivation of nationality, a person should continue to be considered as a national during the appeals procedure. 45. States must ensure that proof of nationality is available to all nationals. States are reminded of their international human rights obligation to register every child’s birth, regardless of the child’s or his or her parents’ nationality or statelessness. 17
