The Commission reiterates that States must avoid the use of detention strategies and other migration measures that increase the risks of contamination and spread of the pandemic and the vulnerability of people in situations of human mobility. Such measures include deportations or collective expulsions, or any form of return that is executed without due coordination and verification of the corresponding sanitary conditions, guaranteeing the conditions so that these people and their families can safeguard their right to health without any discrimination.
