38 | PROTECTING STATELESS PERSONS FROM ARBITRARY DETENTION IN BULGARIA ACKNOWLEDGEMENTS This report is published by the European Network on Statelessness (ENS), a civil society alliance with over 100 members in over 39 countries, committed to addressing statelessness in Europe. It has been researched and produced in collaboration with ENS member Foundation for Access to Rights – FAR. The report is part of a series undertaken through a three year ENS project “Protecting Stateless Persons from Arbitrary Detention”. The Institute on Statelessness and Inclusion is an expert partner for this project. The report was created using a research template designed by the Institute, and extensive guidance, comments and input was provided by its Co-Director, Amal de Chickera. The ENS project has also benefited from an Advisory Group comprising Mariette Grange (Global Detention Project), Katarina Fajnorova (Human Rights League Slovakia), Jem Stevens and Ben Lewis (International Detention Coalition) and Chris Nash and Jan Brulc (European Network on Statelessness). This report has been researched and written by Valeria Ilareva (valeria.ilareva@farbg.eu). Additional research assistance was provided by Denitsa Georgieva and Pilar Morales at FAR. ENS and FAR are most grateful to the civil society organisations, government officials and legal professionals who lent their opinion and expertise to this report. These include Petya Karayaneva (UNHCR- Bulgaria), Svilena Ignatova (national Ombudsman Office), Nataliya Angelova (Sofia City Administrative Court), Alexander Agopov and Elisaveta Stoyanova (Commission for Protection against Discrimination), Dobryana Petkova (National Anti-Trafficking Commission) and Iliana Savova (Bulgarian Helsinki Committee). We are particularly obliged to Olga Nikolova, Judge Sonya Yankulova and Petya Karayaneva for their comments on a draft of this report. Finally, we must thank the stateless persons who shared their stories, and whose everyday experiences illustrate just how much work remains to be done. ENS is grateful to the Oak Foundation and the UN Refugee Agency for its generous support which made this publication possible. ENS also wishes to acknowledge the Institute on Statelessness and Inclusion as an expert partner for the ENS project “Protecting Stateless Persons from Arbitrary Detention”.
