Civil Registration and Vital Statistics and Identity Management System has been anchored to guarantee universal and free birth registration for all children regardless of ethnicity, displacement status, or location; V. Develop and implement a national action plan to identify, prevent, and reduce statelessness in South Sudan, including measures to facilitate access to nationality documentation for persons at risk of statelessness. This may include: a. Review and amendment of nationality laws and regulations; b. Domestication of international legal frameworks on prevention and reduction of statelessness into national legislation and policies; c. Development of the Nationality Determination Procedures; d. Adoption and implementation of safeguards ensuring that every child born in South Sudan who would otherwise be stateless acquires South Sudanese nationality; and e. Formal mechanism for assessing nationality claims and reducing risks of statelessness among people from mixed families, border communities, pastoralist groups, returnees and long-term residents lacking documentation. VI. Conduct nationwide awareness campaigns to educate communities about the importance of birth registration, nationality documentation, and procedures for obtaining legal identity documents, particularly vulnerable and marginalized populations; VII. Improve data collection on stateless populations and people at risk of statelessness; VIII. Ratify the African Charter on the Rights and Welfare of the Child, the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Persons with Disabilities, and the Protocol to the African Charter on Human and Peoples' Rights on Specific Aspects of the Right to a Nationality and the Eradication of Statelessness in Africa to strengthen the regional framework for the prevention and reduction of statelessness. 14
