THE PROBLEM OF STATELESSNESS IN UKRAINE AND THE WAYS OF ADDRESSING IT define the difference between a person having access to a personal and national identity, or having none. Given the utmost importance of the issue to those who are affected and the relatively minor changes necessary to assist them, UNHCR hopes that this report will guide the state authorities and their civil society partners in comprehensively addressing the problem of statelessness in Ukraine.
