The role of equality actors in challenging such discriminatory practices before the courts and advocating for their change is therefore extremely important. The other aspect of the development agenda to consider is the various facets of Hife which are part of the agenda and which stateless people face tremendous inequalities and barriers to accessing. These include ending poverty in all its forms everywhere (Goal 1}, ending hunger (Goal 2), ensuring healthy lives (Goal 3}, ensuring inclusive and equitable quality education {Goal 4} and achieving gender equality (Goal 5} among others. The mantra of the SDGs that no one should be left behind obliges development actors to address the inequalities faced by stateless people or, at the very outset, accept failure. The SDGs are not justiciable, but the rights to equality and non-discrimination are. Challenging inequality in access to the benefits of development through the courts is thus one way in which the application of the equality frarmework can assist in achieving the SDGs. Indeed, itis only through a coming together of equality, statelessness and development actors that any real and sustainable progress is likely te be made in this regard. 5. Conclusion This chapter has advocated for and given examples of the use of the equality framework as an important tool to promote solutions to statelessness. As has been shown, there are many avenues, fora and strategies that can be used within this general approach and a holistic approach to the equality framework is likely to be the most sustainable and successful. Such an approach would use the equality framework at all levels (local, national, regional and international) across all grounds {sex, race, socio-economic disadvantage, etc.) and in ways that influence other tlelds {such as development}, As an example, efforts in Nepal to challenge gender discriminatory nationality laws and secure citizenship for those negatively affected by the law have included widespread advocacy campaigns at the national level, underpinned by the principle of equality for all and successful litigation before the Supreme Court to challenge the discriminatory 127
