4, ADDRESSING STATELESSNESS THROUGH THE RIGHTS TO EQUALITY AND NON-DISCRIMINATION related to statelessness or the right to a nationality being made.” Many of these recommendations related to discriminatory causes of statelessness and the inequalities endured by stateless persons. For example, Slovenia recommended that Myanmar “[rlepeal all discriminatory legal provisions such as granting citizenship on the basis of ethnicity or race and providing for different citizenship categories””* and Portugal recommended that Austria “[a]ddress the limitations for children born out of wedlock in accessing Austrian nationality and ensure non-discrimination”.”* 4.2.2, The international development framework The Sustainable Development Goals (SDGs), which were adopted in September 2015 and which will enter into force in 2016, offer an extra- legal but nonetheless useful avenue to address discriminatory causes of statelessness and the inequalities faced by stateless persons.”° In particular, Goal 10 aimsto “reduce inequality withinandamongcountries”. Under this heading Goal 10.2 sets the target “by 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status”, and Goal 10.3 is to “[e]nsure equal opportunity and reduce inequalities of outcome, including by eliminating discriminatory laws, policies and practices and promoting appropriate legislation, policies and action in this regard”.’’ These Goals cannot be achieved without using the equality framework, and indeed promoting the universal creation and implementation of equality legislation. In other words, they give impetus to the equality field and are a testament to the fact that development for all cannot be achieved unless it is underpinned by strong equality law.
